Chapter 33

Activate VA Education Benefits at Stanford

Following the initial setup, the regular certification process is the same for all students utilizing Chapter 33 Post-9/11 GI Bill®. Please refer to the relevant category under “Initial Setup Instructions” for specific action items. 

Basic Overview of How The Process Works 

Initial setup: 

  1. Student applies for benefits
  2. VA issues COE
  3. Student requests certification from Stanford and submits required documentation

Certification process per term: 

  1. SCO submits initial certification up to 30 days prior to the start of the term to initiate housing payments
  2. After the FSLD SCO submits final certification to reflect the students’ final study list and add tuition and fees
  3. A flag is placed on student files to prevent late fees from accruing during the processing period
  4. VA pays Stanford
  5. Stanford posts funding and removes flag from the student file 

Initial Setup Instructions:

Veteran

Apply for benefits with VA 

Incoming and prospective veteran students who have never applied for benefits can compare the different benefits they may be eligible for using VA’s GI Bill Comparison Tool, and then apply to activate their benefits. VA will issue a Certificate of Eligibility outlining their entitlement, which the student will need to submit to Stanford as part of the certification request process. 

Veterans who have already activated their benefits and need to transfer them to Stanford need to submit a 22-1995 Change of Program or Place of Training form to VA to inform them of the facility change. 

Initial Paperwork

In their first term requesting certification, veteran students will need to submit a copy of their dd-214 (either a member-4 or a service-2), and proof of eligibility in the form of a Certificate of Eligibility, or screenshot of their eBenefits eligibility page. They will also need to submit transcripts for previous training (including JST or CCAF) as part of their admission process. VA requires we evaluate all previous training for potential transfer credit. 

Transitioning from Active Service 

Students who begin their Stanford career while on Active Duty or Terminal Leave should be aware of differences in the processing of benefits versus students who begin while in Veteran status. Active Duty service members are not eligible for housing through their GI Bill®. They are also not eligible for the Yellow Ribbon program for terms beginning prior to 8/1/2022. VA considers those on Terminal Leave to be Active Duty until the first of the month following their official separation date. Students will be eligible for housing the month following their separation. 

Dependent 

Steps servicemember needs to take prior to using benefits

To be eligible to use Chapter 33 transferred from a servicemember, entitlement months need to be transferred to the student prior to a benefits activation application being submitted.

Incoming dependent students who have never applied for benefits must apply to activate their benefits. VA will issue a Certificate of Eligibility outlining their entitlement, which the student will need to submit to Stanford as part of the certification request process. 

Dependents who have already activated their benefits and need to transfer them to Stanford need to submit a 22-1995 Change of Program or Place of Training form to VA to inform them of the facility change. 

Dependents do not need to provide the dd-214 of the servicemember they are using benefits through. 

Child

Children using transferred Chapter 33 will qualify for housing payments while the transferring servicemember is still active duty. Eligible children are able to use Yellow Ribbon while the transferring servicemember is still active duty. Children may use this benefit until their 26th birthday.

Spouse 

Spouses using transferred Chapter 33 will not qualify for housing payments while the transferring servicemember is still active duty. Eligible spouses are able to use Yellow Ribbon while the transferring servicemember is still active duty for all terms starting August 1, 2022 or later. Spouses may use this benefit until 15 years following the servicemember’s separation from active service.
